Overview

Prevailance is seeking a Senior Lessons Learned Analyst / Team Lead to support the National Guard Bureau (NGB) Joint Lessons Learned Analysis Services (JLLAS) contract at Arlington Hall Station, Virginia. This position serves as the on-site Team Lead and is responsible for directing day-to-day execution of Joint Lessons Learned Program (JLLP) support activities. The position is expected to work on-site and may require approximately 25% travel.

The Senior Lessons Learned Analyst / Team Lead provides leadership and subject matter expertise throughout the lessons learned lifecycle, from collection planning and execution through analysis, issue resolution, and final reporting. This position leads root-cause and trend analysis, facilitates collaborative working groups, supports the development of comprehensive Lessons Learned Reports (LLRs), and helps ensure lessons from National Guard domestic operations, homeland defense, and joint activities are captured, analyzed, and carried forward into actionable organizational learning.

Responsibilities Include, But Are Not Limited To:

• Serve as the on-site Team Lead for the NGB JLLAS contract, directing day-to-day execution of JLLP support activities
• Advise lessons learned collection initiatives from proposal review through final report development, ensuring continuity of subject matter expertise throughout the collection-to-publication lifecycle
• Lead root-cause identification and trend analysis of collected observations and develop resulting comprehensive LLRs informed by National Guard domestic operations, homeland defense, and joint activity experience
• Facilitate the NGB JLLP Lesson Manager Working Group (LMWG), coordinating among lesson managers, topical experts, and NGB-J37-TD stakeholders
• Develop and distribute LMWG agendas and document and track resulting action items
• Serve as the primary point of continuity between unresolved issues identified through the LMWG and the NG JLLP Joint Issue Resolution Process, including the Council of Colonels
• Review Collection Plan proposals for accuracy, completeness, appropriate focus areas, and question-set quality before execution
• Support collection activities through interviews and questionnaires as required
• Attend conferences, workshops, symposiums, and other external lessons-learned-related events and develop required meeting summaries
• Support execution of the Quality Control Plan (QCP) and transition planning to maintain continuous JLLP support
• Perform additional program execution duties as directed by the Program Manager and Contracting Officer's Representative (COR)

Requirements

Qualifications

• Minimum 12 years of demonstrated experience with the joint/Service lessons learned process, military staff operations, or comparable analytical or knowledge-management functions
• Demonstrated experience facilitating working groups, committees, or similar collaborative governance forums
• Strong analytical writing and briefing skills
• Proficiency with Microsoft Office Suite and standard collaborative software
• U.S. Citizenship required

Education

• Master's degree in Military History, National Security Studies, or a related field
• An equivalent combination of education and experience may be considered

Security Clearance

• Must possess and maintain a SECRET clearance

Preferred Qualifications

• Demonstrated experience with the Joint Lessons Learned Information System (JLLIS)
