About the Role

QED Systems, LLC, is currently recruiting a Information Technology Analyst, to join our team at the Pentagon in Arlington, VA to support our HQDA G-3/5/7 Support Services contract.

Duties: 

  • Provide day-to-day information technology/knowledge management-related support for personnel supporting an HQDA level staff division. 
  • Provide support daily and/or as needed due to the fluidity of this position. 
  • Work in conjunction with CCSA (Component Cybersecurity Assessment / Combined Cryptographic Support Agency), JSP (Joint Service Provider), DISA (Defense Information Systems Agency), G2 (Army Military Intelligence), DIA (Defense Intelligence Agency), or other network POCs as required.
  • Provide hardware and computer support and troubleshooting network issues for customers.
  • Operate and maintain secure communications to include VTC, phones, and computers for customers. 
  • Provide classified network support for Government-furnished information systems operating on NIPR, SIPR, JWICS, and other networks within the accredited secure environment.
  • Maintain and support lifecycle replacement program for computer hardware and turn-in.
  • Create, modify, and delete user profiles. 
  • Maintain user access controls; process account creation, modification, suspension, and termination requests in accordance with least-privilege principles and Government-directed access policies. Add users, controlling access to document libraries, and setting permissions. Manage information and documents are located on shared file systems for the customer.
  • Ensure knowledge management of all endpoint devices and Risk Management Framework (RMF) requirements for information systems and platforms utilized by the organization, including system authorization and continuous monitoring to ensure compliance with cybersecurity requirements. 
  • Manage and maintain authorization packages in the enterprise Mission Assurance Support Service (eMASS) and, in coordination with the relevant network providers and the Property Book Owner (PBO), maintains site diagrams and records of information technology equipment and endpoint devices.
  • Facilitate new requirements and support IT acquisitions processes by drafting requirements statements, receiving quotes, developing budgets, and coordinating purchases.
  • Serve as a COMSEC Custodian responsible for the management of the Organization COMSEC accounts, to include accountability, issue, operation, destruction and/or turn in of all COMSEC key material and equipment.
  • Serve as the Information Assurance Manager (IAM) and program manager on various items relating to planning, programming, installation, maintenance, and training of new IT systems, vulnerabilities, and threats to computer systems. 
  • Evaluate new or changing software to determine effects to support current and planned networking and communications systems and projects, considers problems of compatibility, process ease and speed, and any known technological trends or developments.
  • Work with other specialists that perform work in the areas of automation support, communication support, security, and knowledge management / network compliance. 
  • Develop security countermeasures necessary to protect sensitive and classified information processed on serviced AOR computer equipment. 
  • Implement Information Security / Information Assurance (IS/IA) requirements to include SAP-specific requirements. Shall ensure the organization is compliant with all DA and DoD policies and guidance.
  • Serve as the principal organization point of contact (POC) for coordinating, configuring, maintaining, and updating all IT systems, including Authorities to Operate (ATO), and Authorities to Connect (ATC). 
  • Analyze and develops system requirements; integrates systems across disciplines; defines the scope and level of detail for systems plans and policies; assesses new systems design methodologies to improve functionally, performance quality and security; leads or performs implementation activities; identifies the need for changes based on new technologies; reviews and evaluates security response policies; develops long-range budget and system implementation plans; reviews new systems, networks, and designs for compatibility and feasibility; and resolves integration issues related to the implementation of new systems with the existing infrastructure. 
  • Ensure that Continuity of Operations activities and plans remain synchronized with daily operations and in compliance with DoD/US Army regulations and policy guidance. 
  • Ensure all systems are fully compliant with Army IS/IA security standards. Participates and performs periodic surveys and inspections to ensure compliance with IT security directives. Respond to inspection findings and reports by developing and implementing a remediation or risk management plan. 

Required Skills & Experience:

  • Detail-oriented with excellent technical, verbal, and written communication skills.
  • Must have the ability to work within Government-provided software packages with emphasis on MS Office products, for example, Outlook, Word, SharePoint, PowerPoint, and Excel.  
  • Must be able to think critically and apply analytical methodologies to raw data to present clear and precise recommendations.    
  • Ability to focus on Mission requirements while tracking multiple competing priorities.  
  • Require minimal supervision in the fast-paced, critical environment of the Army Headquarters.  
  • Must be proficient in the Enterprise Task Management Software Solution (ETMS2) (formerly Task Management Tool).
  • Ability to clearly articulate analysis through both oral and written communication. 
  • Ability to provide executive, technical, and administrative support to senior leaders. 
  • Experience with Protection on the Army/Joint Staff and/or Major Army Commands in Policy, Bi-lateral exchanges, proficient in planning and execution of working groups. 
  • Operational experience using standard automated toolsets to perform duties. 
  • Ability to assist with drafting Army EXORDs, FRAGOs, meeting minutes and EXSUMs and strategic documents. 

Required Clearance:

ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/SCI eligibility

Qualifications:

  • Bachelor’s degree in information technology, Computer Science, Information Systems, or equivalent relevant military/professional work experience.
  • At least four (4) years of progressive IT support, systems administration, or IT operations management experience. 
  • Demonstrable prior experience working within or interfacing directly with Pentagon network structures, DoD enterprise systems, or military service component network operations (e.g., JSP, CCSA, DISA).
  • Must have DoD 8570.01-M / DoD 8140 baseline certification: 
    • Active IAT Level II certification (e.g., CompTIA Security+ CE, CCNA Security, CySA+, or higher) required prior to onboarding.
  • Microsoft Modern Desktop Administrator, CompTIA Network+, CompTIA A+, or equivalent vendor certifications are strongly desired.


Travel:

Less than 10% travel is expected for this position, with occasional support to alternate sites. Travel may include continental United States and outside continental United States locations.

Work Environment:

This position will be co-located with the customer and other contractors in Government office spaces. While not generally authorized, telework may be required due to exceptional circumstances (extreme weather, pandemic, etc.).

 Estimated Salary Range: $140,000.00 - $150,000.00, annually. This is not a guarantee of compensation or salary. This represents the typical range for fully qualified candidates for this position based on experience, geographic location, and other factors. The final offer amount may vary.
