Position Summary
The Program Manager provides program administration and supervision of treatment services for people with behavioral health disorders. In partnership with the Senior Director of Clinical Services, this position manages fiscal and program policies and represents the agency with public and private partners. The Program Manager implements treatment services, monitors quality controls, and supervises, coaches, and develops program staff.
This position requires strong organizational skills, crisis tolerance, flexibility, and the ability to manage multiple priorities. The Program Manager must be able to dissolve and resolve conflicts within staff and client structures and work through crisis situations in a professional, therapeutic, and positive manner.

Essential Responsibilities
Service
Implements therapeutic services consistent with agency philosophy, client needs, and client-centered care.

- Collaborate with Central Access to maintain or exceed census and completion rates by managing intake and discharge processes.
- Provide counseling services, facilitate groups, and support clients when staff are unavailable.
- Identify client needs and connect them to appropriate internal or external resources.
- Participate in alumni engagement, community education, and advocacy activities.
Integrity
Ensures ethical, compliant, transparent, and professionally responsible program operations.
- Ensure compliance with all local, state, and federal regulations and licensing requirements.
- Maintain ethical and professional standards with staff and clients.
- Conduct chart reviews and audits and ensure documentation accuracy for open and closed files.
- Communicate regularly and transparently with the Senior Director of Clinical Services through reports, meetings, and supervision.
- Recommend policies and program improvements that support organizational objectives.

- Organize and supervise daily program operations, including physical plant oversight.
- Manage fiscal policies, authorize expenditures, and assist with budget preparation.
- Develop goals, systems, and procedures that support program success.
- Arbitrate formal client and staff grievances as needed.
- Maintain referral sources and community partnerships.

- Ensure staff receive training in EHR systems, clinical practices, and group curriculum delivery.
- Supervise development and maintenance of therapeutic, behavioral, and educational group curricula.
- Attend seminars, conferences, and training to remain current on licensing and best practices.
- Contribute to program development, quality improvement, and service expansion.
- Collect and analyze program and client statistical data to inform improvements.
Authority
- May admit and discharge residents with input from counseling staff or in emergencies.
- May hire or terminate employees with approval from the Director of Human Resources and Senior Director of Clinical Services.
- Perform other duties as assigned by supervisor or management.
Requirements
Qualifications
- LADC license required.
- Board-approved LADC Supervisor or ability to obtain.
- Minimum three years of direct experience in chemical health or direct service administration.
- Individual and group counseling experience with understanding of family dynamics.
- Commitment to continuous learning and professional development.
- Excellent oral and written communication skills.
- Ability to structure time, prioritize, and follow through.
- High crisis tolerance and ability to remain steady under pressure.
- Ability to relate to people from diverse backgrounds.
- Computer literacy required.
- Valid driver’s license and positive driving record required.
- Experience in budget development, fiscal management, supervision, and program administration preferred.

Physical Requirements
Repetitive movement of hands and fingers, including typing and writing.
Occasional standing, walking, stooping, kneeling, or crouching.
