Instrumentation Systems Manager - TRADEX - Kwajalein Atoll- 3888

RGNext employees execute and report on theater and strategic offensive and defensive ballistic missile testing and support space situational awareness operations and experiments, using a wide array of highly sophisticated radar, telemetry and optical sensors to meet the needs of our nation in defending the United States and its interests.
This overseas, accompanied position is located on Kwajalein Atoll in the Marshall Islands. Benefits of this unique location include free housing, and potential for overseas U.S. tax incentives.
What You Will Do:
- Oversee the readiness, maintenance, configuration, deployment, and mission execution of radar equipment and associated systems. Ensure that personnel, facilities, hardware, software, data links, and operational procedures are prepared to collect accurate, timely, and reliable test data in accordance with customer requirements, safety standards, security requirements, and applicable range procedures.
- Provide strong leadership, technical judgment, mission focus, and the ability to coordinate activities across engineering, test operations, government customers, contractors, and other mission stakeholders.
- Lead, supervise, and develop a team of approximately twenty employees responsible for operations and maintenance of the TRADEX radar.
- Plan, coordinate, and lead radar support for test events, including missile, flight, launch, range, and other developmental or operational test activities.
- Coordinate with test directors, range personnel, government representatives, flight-test organizations, instrumentation engineers, communications teams, and other mission partners.
- Ensure mission activities are conducted in accordance with approved plans, procedures, technical orders, range requirements, and contractual obligations.
- Maintain operational readiness of radar transmitters, receivers, antennas, radar systems, digital equipment, communications systems, recording systems, timing systems, power systems, and associated support equipment.
- Promote a strong safety culture and ensure work is performed in compliance with applicable occupational, electrical, RF, range, environmental, and operational safety requirements.
- Maintain customer relationships and provide presentations to the customer. Interface with Government oversite personnel and MIT technical advisors.
- Support Rough Order Magnitude (ROM) estimates for new sustainment projects and support proposal efforts on new development projects funded as Improvement and Modernization (I&M) projects.
- Maintain budget for the radar, both labor and non-labor.
- Other duties as assigned.
Qualifications You Must Have:
- Bachelor’s degree in engineering, computer science, information technology, or STEM related technical field.
- Ten (10) or more years of relevant experience supporting radar or other instrumentation such as RF communications, flight test, missile test, range operations, or related defense systems.
- Demonstrated experience supporting complex test or mission operations.
- Experience with the operation, maintenance, integration, or troubleshooting of radar systems or instrumentation systems.
- Experience coordinating activities among technical teams, customers, government representatives, and mission stakeholders.
- Ability to interpret technical documentation, system diagrams, test plans, maintenance procedures, and operational requirements.
- Strong analytical, troubleshooting and program solving skills.
- Strong written, verbal, organizational, and briefing skills.
- Ability to work independently on assigned tasks; self- starter
- Ability to work within a dynamic, fast paced environment with time constraints.
- Strong organizational, planning and time management skills to balance, plan, prioritize and execute assigned tasks in a timely manner.
- Ability to lift/carry/push/pull up to 25 lbs. independently.
- The ability to obtain and maintain a U.S. government issued Secret security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
- Must be able to relocate to the United States Army Garrison - Kwajalein Atoll, Marshall Islands.
- Must be able to obtain and maintain a U.S. passport.
- The flexibility to work occasional non-duty hours or on weekends to support specific project or mission requirements.
Qualifications We Prefer:
- Two or more years of experience managing technical projects and/or supervising technical personnel.
- Ability to obtain climbing certifications on-island and work at heights up to 50 feet.
- Project management/project controls experience with a good understanding of EVM and Forecasting.
- Experience working under government contracts and formal technical-performance requirements.
- Experience with preventive-maintenance programs, configuration management, reliability programs, and equipment lifecycle planning.
- Project-management or technical-management certification.
- Possess leadership and supervisory skills that demonstrate, or indicate a high potential for successful direction of an organization comprised of both US employees and local nationals.
