Property Administrator/Property Book Tech

Position Summary
The Property Administrator ensures the security and conscientious inventory management of actual property. This obligation, imposed by public law, requires the maintenance of accurate records of personal property assets; conducting physical inventories to reconcile property records. It also includes maintaining an audit trail for applicable physical property. The Property Administrator serves as the property steward responsible for property accountability of Government Furnished Property (GFE) and Contractor Acquired Property (CAP) provided to personnel. Additional duties include but are not limited to, the following: report discrepancies between the issued hand receipt and the on hand quantity received, maintain the condition & physical security of issued equipment, conduct periodic physical inventories of the equipment (including Sensitive Items) in accordance with AR 710-4, issue equipment to Sub Hand Receipt Holders, post transactions to the prime hand receipt and coordinate turn-in of property.
Essential Functions of the Position
- Maintain property records and perform property functions in GCSS-Army and PIEE.
- Prepare hand receipts for all hand receipt holders; cyclic inventories; post inventory results, and final document filing as required.
- Prepare requests, turn-ins and hand receipt transfers in accordance with policies and governing regulations.
- Conduct hand receipt reconciliations and adjustment.
- Prepare, issue, update and maintain hand receipts for GFE/CFE.
- Prepare and issue documents to the sub hand receipt holders and initiate the turn-in process when applicable.
- Identify any changes, updates, corrections, or discrepancies of assigned property and report as directed.
- Coordinate and prepare monthly reports.
- Maintain 100% accountability of all assets.
- Serve as the primary accountable representative for ensuring that shipments of all assets are tracked lawfully and in compliance with Army Regulations.
- Develop SOPs, work instructions, plans, and projects, determine needs, investigate, and resolve problems, interface with PM and PBO.
- Performs physical inventory counts, material inspections and location survey checks
- Updates records based on cyclic inspections, and research receipt discrepancies for record adjustments.
- Must be adaptable, flexible, and able to adjust to new or changing instructions.
- Must be able to multi-task and complete assignments accurately and on time.
- Receive, inspect, inventory, store, issue and deliver supplies and equipment and maintain automated supply system for accounting of organizational and installation supplies and equipment ensuring the turn-in of excess equipment.
- Provide technical assistance and guidance to hand receipt holders on issues, turn-ins and facilitate hand receipt changeovers for the project.
- Must be able to work well with others.
- Performs other duties as assigned.
Minimum Qualifications
- Proficient in Property Book in GCSS-A
- Proficient in PIEE- GFP Module
- A general working knowledge of the governing supply systems, programs, policies, manuals, or other established guidelines is required.
- Must have five (5) years of documented experience and a comprehensive knowledge of governing regulations, policies, procedures and instructions in assigned area of responsibility within property administration.
- Documented experience in receiving and signing for property issued by PBO on a hand receipt.
- Strong leadership and interpersonal skills.
- Proficient in using MS Windows, Word, Excel, Access, and Calander applications.
- Possess a Valid Drivers’ License.
Security Requirements
- Must be a US Citizen.
- Must be able to obtain, at a minimum, a favorably adjudicated National Agency Check with inquiries (NACI).
Supervisory Responsibilities
No direct supervisory duties.
Physical Demands
- Required to walk, stand, sit and move about the property for long periods of time. Ability to lift and/or move up to 50 pounds.
Work Environment
- Indoor/Outdoor; exposure to external environmental conditions possible.
- Noise level can range from minimal to intense.
