About the Role

Description

The Human Resources Associate manages biweekly payroll processing and supports employee benefits administration from enrollment through year-end reporting. Reporting to the Director of Human Resources, this role serves as a key resource for employees with questions about their paychecks, benefits coverage, and related HR matters. The HR Associate works closely with HR, Finance, and the benefits broker to maintain accurate employee records, ensure timely payroll processing, and support compliance with applicable employment laws and organizational policies.


Schedule: This is a full-time position working 40 hours per week, typically Monday through Friday, with occasional Saturday hours as needed. A hybrid work arrangement is available upon successful completion of the probationary period.

Compensation: $75,000.00 - $85,000.00 yearly. Starting salary will be determined based on experience and internal equity.

The pay for a selected candidate is determined by a variety of factors to ensure fair and equitable compensation. Responsibilities:
Payroll:

  • Process bi-weekly and off-cycle payroll from start to finish, including timecard review, imports, and payroll register audits 
  • Review timecards for missed punches, missed rest breaks, double time, and correction requests, and send each pay period's timecard deadline reminders 
  • Enter payroll adjustments such as retro pay, bonuses, allowances, step increases, across-the-board increases, and PTO payouts 
  • Keep payroll records accurate and in line with personnel action notices (PANs) and seniority-based step increases 
  • Process wage garnishments and levies, and set up time-off accruals for new hires 
  • Submit post-payroll remittances and reports: union dues, pension, 403(b), FSA, workers' comp, and BLS multiple worksite reports 
  • Review quarterly payroll tax reports and support year-end W-2 processing 
  • Administer 403(b) loans and hardship requests and reconcile the bi-weekly 403(b) feedback file 
  • Build the annual payroll and holiday calendar 
  • Support internal and external audits, including the finance and 403(b) audits

  • Make sure benefit deductions in payroll match carrier enrollments, and reconcile monthly carrier invoices 
  • Coordinate annual open enrollment: staff communications, an enrollment webinar with our broker, and a post-enrollment audit 
  • Handle annual ACA/1095-C reporting 
  • Answer employee questions about eligibility, coverage, and HRA claims, and work with our broker to resolve complex issues

Requirements

  • Bachelor’s degree in Human Resources, Accounting, Business Administration, or a related field, or equivalent relevant work experience required.
  • Minimum of three (3) years of payroll processing experience required.
  • Hands-on experience with employee benefits administration, including enrollment and ongoing benefits support required.
  • Experience with payroll and HRIS platforms, timekeeping systems required; strong Microsoft Excel skills and Paylocity experience highly preferred.
  • Union payroll experience highly preferred.
  • Working knowledge of California wage and hour laws, payroll taxes, the Affordable Care Act (ACA), and COBRA regulations strongly preferred.
  • Payroll certification, such as the Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP), preferred.

  • Excellent problem-solving skills and ability to resolve payroll and benefits-related issues.
  • Strong customer service skills and a commitment to supporting employees in a respectful and responsive manner.
  • Ability to work independently and collaborate effectively with HR, Finance, and other departments to support the organization’s mission.
