Job Description:

Please note that this position can be based in Malaysia or Singapore.


The Market Access Manager is accountable for the full scope of Market Access and Public Affairs in Malaysia and Singapore. The role develops and executes strategies that enable timely, sustainable patient access to Ipsen therapies across public and private healthcare settings.


The position leads pricing and reimbursement strategy, tender management, pricing negotiations, hospital formulary and listing activities, and initiatives to secure patient funding or treatment quotas. It also drives government affairs, health policy engagement, and advocacy to strengthen Ipsen’s credibility and contribution within the healthcare ecosystem.


Working closely with Medical, Commercial, Regulatory, Finance, Supply Chain, Legal and Compliance, and regional and global teams, the role converts clinical, economic, policy, and market insights into practical access plans for in-line and pipeline products in Oncology, Rare Diseases, and Neuroscience.


Malaysia Market Access Leadership

  • Own and execute the end-to-end Market Access strategy for Malaysia across in-line and pipeline products, covering public and private segments and aligning with country, regional, and global priorities.
  • Map national, state, institutional, and private-sector access pathways; identify access barriers and opportunities; and translate insights into clear product-level access plans, milestones, accountabilities, and performance measures.
  • Provide market access input to launch planning, lifecycle management, business planning, forecasting, and portfolio decisions.

Pricing, Reimbursement and Negotiation

  • Lead local pricing strategy, price approvals, reimbursement submissions, value dossiers, budget-impact analyses, and payer value propositions in partnership with regional or global Market Access and Medical teams.
  • Lead pricing and access negotiations with relevant government bodies, payers, procurement authorities, hospital groups, and other decision-makers, within approved governance and delegation levels.
  • Develop negotiation scenarios, price-volume and access options, affordability approaches, and contracting recommendations that balance patient access, competitiveness, and sustainable business value.
  • Maintain pricing governance, documentation, approval workflows, and monitoring of local and regional pricing implications.

Tender Management

  • Own end-to-end tender management in Malaysia, including opportunity identification, tender calendar and readiness, bid or no-bid recommendations, pricing strategy, internal approvals, compliant submissions, clarification responses, award follow-up, and post-tender performance review.
  • Coordinate Commercial, Medical, Finance, Supply Chain, Regulatory, Legal, and Compliance inputs to ensure accurate, timely, competitive, and compliant tender submissions.
  • Monitor tender requirements, competitor dynamics, contract obligations, supply considerations, and renewal timelines; escalate risks and recommend mitigation actions.

Hospital Listing, Patient Funding and Quota Access

  • Partner with Commercial and Medical teams to prioritize target public and private hospitals and develop account-specific pathways for formulary inclusion, pharmacy and therapeutics committee review, procurement activation, and sustainable pull-through after listing.
  • Coordinate evidence packages, value narratives, budget-impact materials, and stakeholder engagement plans required to secure and maintain hospital listings.
  • Work cross-functionally and with relevant external stakeholders to secure or expand patient funding, treatment allocations, and patient quotas, where applicable, and monitor utilization against approved access arrangements.
  • Identify and resolve operational barriers between listing approval and patient treatment, including funding, procurement, supply, and institutional process requirements.

Public Affairs and Health Policy

  • Develop and execute the Malaysia Public Affairs and health policy strategy in support of patient access, healthcare-system priorities, and Ipsen’s long-term reputation and presence.
  • Build credible, compliant relationships with Ministries of Health, health authorities, policymakers, regulators, payers, procurement bodies, industry associations, patient organizations, and other relevant stakeholders.
  • Monitor policy, legislative, financing, procurement, reimbursement, and regulatory developments; assess business and patient impact; and recommend proactive engagement or advocacy responses.
  • Develop evidence-based policy positions and represent Ipsen, where authorized, in industry working groups, consultations, and policy forums.

Singapore Market Access Support

  • Provide focused Market Access and Public Affairs support for Singapore based on business priorities, including access pathway assessment, pricing and reimbursement input, hospital listing support, payer or stakeholder engagement, and policy monitoring.
  • Partner with the Singapore Commercial and Medical teams and regional stakeholders to progress priority access initiatives while maintaining primary accountability for Malaysia.

Cross-Functional Leadership, Insights and Execution

  • Lead the cross-functional access agenda and establish clear roles, timelines, decision points, and follow-through across Medical, Commercial, Regulatory, Finance, Supply Chain, Legal and Compliance, and regional or global teams.
  • Translate clinical, health-economic, real-world, market, and policy evidence into differentiated value narratives tailored to payer, tender, hospital, and policy stakeholders.
  • Maintain access dashboards and provide regular updates on pricing, reimbursement, tenders, listings, patient funding or quota outcomes, policy developments, risks, and next actions.
  • Manage Market Access and Public Affairs resources and external vendors within approved budgets and governance requirements.

Governance and Compliance

  • Ensure all market access, tender, pricing, stakeholder engagement, advocacy, and external communication activities comply with Ipsen policies, approval processes, industry codes, and applicable local requirements.
  • Maintain accurate records and uphold the highest standards of integrity, transparency, and ethical conduct in all internal and external interactions.


Knowledge & Experience

  • 5-8 years of progressive experience in Market Access, Pricing and Reimbursement, Tender Management, Government or Public Affairs, Health Policy, or related roles within the pharmaceutical or biotechnology industry.
  • Demonstrated knowledge of the Malaysian healthcare system, including public and private access pathways, hospital formulary and listing processes, procurement and tenders, pricing and reimbursement, and institutional funding mechanisms.
  • Hands-on experience leading tenders and pricing negotiations, including cross-functional preparation, governance, submissions, and post-award follow-through.
  • Proven ability to work with Commercial and Medical teams to secure hospital listings and progress patient funding, allocation, or quota mechanisms where applicable.
  • Experience engaging government stakeholders, payers, procurement bodies, hospital decision-makers, industry associations, or policy stakeholders in a compliant manner.
  • Strong strategic, analytical, negotiation, project management, and problem-solving capabilities, with disciplined execution and attention to detail.
  • Excellent communication, stakeholder management, and influencing skills across complex matrix environments.
  • High integrity and a strong governance and compliance mindset.

Knowledge & Experience (preferred):

  • Experience in specialty care, particularly Oncology, Rare Diseases, or Neuroscience.
  • Knowledge of the Singapore healthcare, reimbursement, and hospital access environment.
  • Experience with health economics, value dossiers, budget-impact models, real-world evidence, or innovative access arrangements.

Education / Certifications:

  • Bachelor’s degree in Pharmacy, Life Sciences, Health Economics, Public Health, Business, Public Policy, or a related discipline.
  • Advanced degree such as MBA, MPH, MSc, or another relevant postgraduate qualification.

Language(s):

  • Fluent written and spoken English and Bahasa Malaysia.
  • Additional language relevant to stakeholder engagement in Malaysia or Singapore.
