Position Summary:

Connect for Health Colorado seeks a Manager of Product Data Practice to lead a small, service-oriented team that helps the Product Development (PD) organization trust, use, and self-serve its data well. This role oversees our existing product data insights function, ensuring the Product organization has access to rigorous, mixed-methods insights, while also building a new data governance and quality discipline.

The ideal candidate leads people effectively while staying close to the work. This role will drive the vision and, when needed, contribute directly. Using product-management-caliber judgment, including the ability to prioritize competing asks, this role is responsible for leading change without formal authority, and communicates across technical and non-technical audiences. This role is deliberately scoped to own data governance within the Product Development organization as a discipline of standards, process, and stewardship. This role will work closely with enterprise data governance, data infrastructure, and data engineering resources. The role will participate in the Connect for Health Community of Practice that supports sharing of best practices to accelerate adoption and build networks beyond formal data governance.

Position Responsibilities:

Team Leadership

  • Lead and grow the Product Data Practice team, ensuring the team has a clear vision, priorities, strong mentorship, and visibility for their work.
  • Represent the team's work and roadmap to Product and cross-functional leadership across Connect for Health Colorado.
  • Track and report on the team's impact on PD's use of data, and partner with enterprise data governance efforts as they develop.

Data Governance & Quality

  • Collaborate with enterprise data governance resources to define sustainable and effective data governance practices.
  • Establish data governance and quality practices within PD, including standards for how data is defined, requested, and validated before it's trusted for decision-making.
  • Serve as PD's advocate for data access and usability, building relationships with BI, Engineering, Legal, Security, Policy, Production Support, and Customer Operations to reduce friction in getting PD data into shared systems, improve quality, and make existing data usable.
  • Develop and maintain a data catalog for PD's data, including data quality standards, shared definitions, ownership, and usage guidance, as an ongoing stewardship activity.

Enablement, Self-Service & Cross-Functional Partnership

  • Build enablers that help teams across PD self-serve insight, including standards, templates, playbooks, and training for both user research and data analysis.
  • Flex between working alongside a team on a specific effort and creating resources or training that lets teams work independently.
  • Translate technical data and research concepts for non-technical stakeholders and leadership.

Analytics Platforms & Reporting

  • Own and manage Pendo as PD's analytics platform, including configuration, access, metadata and tagging standards, and adoption.
  • Deliver reports and dashboards for PD as needed using Power BI, prioritizing work that can be reused or self-served over one-off requests.
  • Works with BI and ensures requirements for Product Team data reporting needs are shared early in the software development process to enable appropriate availability for all downstream processing, reporting, and analytics.

Requirements

  • Colorado resident.
  • 5+ years of experience working in a product organization in a relevant role (e.g., product management, data analytics, product operations, business, or product planning).
  • 2+ years managing a team, ideally including researchers, analysts, or similarly specialized people.
  • Experience leading effective organizational change by building alignment, addressing resistance, and supporting teams adopting new tools, processes, and ways of working.
  • Experience creating training, documentation, or standards that help others adopt new practices independently.
  • Demonstrated experience prioritizing competing demands, building stakeholder alignment, and driving adoption of new practices without formal authority (a Product Management background is one strong path here, but not the only one).
  • Working familiarity with data governance or data quality concepts, even without deep technical platform experience.
  • Analytics experience using Pendo (or a comparable product analytics platform such as Google Analytics).
  • Reporting and dashboarding experience using Power BI (or a comparable platform such as Looker or Tableau).
  • Familiarity with user research methods and how to apply them to product decisions.
  • Strong written and verbal communication across technical and non-technical audiences.
  • Ability to work hands-on when needed while mentoring others toward a shared goal.
  • Familiarity with State-Based Health Insurance Marketplaces, the Affordable Care Act (ACA), and related business and data processes preferred.
  • Experience in healthcare, insurance, or another highly regulated data environment preferred.
  • Exposure to data governance frameworks or tools (data cataloging and stewardship models) preferred.
  • Experience standing up a new function or making the case for its expansion preferred.
  • Recent experience partnering with software product and engineering teams that use agile or other modern development practices preferred.
  • Exposure to how modern data platforms and integrations work (e.g., ETL, CRM systems, data warehouses), without requiring hands-on engineering experience preferred.

Work Environment:

  • Currently working remotely.
  • The Connect for Health Colorado office is in the North Tech Center area of Denver, near the intersection of I-25 and I-225.
  • Work schedule may include some non-traditional hours, weekends, and evening events.
  • Core office hours are typically 8 a.m.- 5 p.m., with some flexibility.

Total Compensation:

Connect for Health Colorado offers a competitive benefits package.  Employees are offered a robust benefits package and may elect from various offerings to tailor a package best suited to their individual needs. Connect for Health Colorado employees are eligible to participate in the organization’s 403(b) plan and are additionally provided with paid time off, short- and long-term disability, and life insurance.   The salary of this position is $97,850 - $127,720 per year.
