About The Company
Fermi America is pioneering the development of next-generation electric grids that deliver highly redundant power at gigawatt scale, required to create next-generation artificial intelligence. Our flagship HyperGrid™ campus in Amarillo, Texas is expected to become the world’s largest energy-driven AI complex, integrating nuclear, natural gas, utility, solar, and battery power. With 17 gigawatts of capacity and 18 million sq ft of AI infrastructure, Fermi America is positioned to secure global leadership in energy and artificial intelligence.
About the Role

Description

Position Overview

Fermi America is developing Project Matador — one of the most ambitious power generation and data center programs in U.S. history. The project spans multi-gigawatt gas turbine generation, a 1 GW battery energy storage system, four AP1000 nuclear units, an SMR, and 345 kV transmission infrastructure across a West Texas campus that will anchor American AI compute dominance.

The Procurement Manager, Owner Furnished Equipment (OFE) is a critical strategic role responsible for the procurement, logistics coordination, and delivery management of all Owner Furnished Equipment on Project Matador's power generation scope. This role owns the complete OFE lifecycle — from equipment identification and RFP issuance through commercial award, expediting, factory acceptance testing, logistics handoff, and final installation turnover to EPC contractors. You will manage some of the longest-lead, highest-risk procurements on the project, including power generation equipment, high-voltage electrical apparatus, BESS systems, and nuclear-classified components.

Key Responsibilities

OFE Scope Definition & Strategy

  • Own and maintain the OFE Master Register — the authoritative list of all Owner Furnished Equipment across gas turbine generation, BESS, nuclear (AP1000, SMR), and 345 kV transmission scopes
  • Cross-reference the OFE register against P6 MAT-OFE milestone schedule, LinkSquares contract database, and Oracle Fusion AP to identify procurement gaps and critical-path equipment items
  • Develop and maintain the OFE procurement strategy, including make/buy decisions, packaging logic, sole-source justifications, and long-lead procurement triggers

RFP Execution & Commercial Award

  • Lead end-to-end RFP processes for major OFE packages including power transformers, GIS switchgear, gas turbine auxiliaries, BESS/inverter systems, nuclear-classified components, and balance-of-plant electrical apparatus
  • Develop commercial bid packages, technical evaluation scorecards, BAFO processes, and award recommendations — coordinating with Legal Council
  • Negotiate commercial terms, delivery schedules, performance guarantees, liquidated damages, and OEM service agreements with major equipment suppliers including Siemens Energy, GE Vernova, and Tier-1 BESS/inverter OEMs
  • Manage sole-source and directed-award processes for nuclear-classified equipment in compliance with 10 CFR 50 Appendix B quality assurance requirements

Contract & Delivery Management

  • Administer active OFE supply contracts in Oracle Fusion, maintaining accurate PO status, milestone payment schedules, and delivery forecasts tied to Unifier cash flow curves
  • Execute proactive expediting programs for long-lead equipment — tracking OEM manufacturing progress, raw material procurement, and shop fabrication against contracted delivery milestones
  • Manage Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT) programs, coordinating witness events with the Owner and EPC contractors
  • Manage change orders, technical deviation requests, and commercial claims with OEM suppliers — maintaining complete documentation in Aconex
  • Track and enforce OEM warranty obligations, spare parts commitments, and O&M documentation deliverables

Logistics & Site Delivery Coordination

  • Coordinate the logistics handoff of OFE from OEM delivery point through site receipt, inspection, and turnover to EPC contractors — working closely with the freight forwarding and customs brokerage supply chain
  • Manage OFE receiving and inspection protocols at the Amarillo site, including documentation of non-conformances and coordination of warranty repair/replacement
  • Track OFE storage, preservation, and handling requirements for sensitive equipment (power transformers, nuclear components, BESS modules)
  • Support nuclear import compliance for 10 CFR Part 110 equipment, coordinating with the customs broker and Haynes & Boone on NRC export/import licensing

Cross-Functional Collaboration

  • Interface daily with the Procurement Manager, EPC Contracts to ensure OFE delivery schedules align with contractor construction sequences and installation readiness
  • Partner with Finance on OFE cash flow forecasting, milestone payment validation, and long-lead equipment prepayment structures
  • Coordinate with VP Operations on equipment acceptance, site readiness, and turnover protocols
  • Provide OFE status reporting to Fermi executive leadership, including critical-path equipment risk assessments, schedule variances, and mitigation strategies

Requirements

Required Qualifications

  • Bachelor's degree in Engineering, Supply Chain, Business, or related field; advanced degree or PE license preferred
  • 8+ years of equipment procurement, category management, or supply chain experience in power generation, oil & gas, heavy industrial, or utilities
  • Demonstrated experience procuring long-lead, high-value capital equipment — including power transformers, rotating equipment, switchgear, or equivalent complex OEM-sourced apparatus
  • Proficiency in Oracle Fusion or equivalent ERP for PO management, invoice processing, and contract administration
  • Working knowledge of factory acceptance testing, expediting, and supplier quality management principles
  • Strong commercial skills — able to evaluate OEM cost structures, delivery risk premiums, and warranty/performance guarantee terms
  • Experience managing equipment deliveries involving international logistics, customs clearance, and preservation requirements

Preferred Qualifications

  • Experience procuring nuclear-safety-related or nuclear-classified equipment under 10 CFR 50 Appendix B or equivalent QA programs
  • Familiarity with Siemens Energy, GE Vernova, or comparable gas turbine OEM supply chain structures and commercial frameworks
  • BESS, inverter, or utility-scale energy storage procurement experience
  • Experience with 345 kV or higher voltage transmission equipment (GSU transformers, GIS switchgear, disconnect switches)
  • CPP, CPSM, or equivalent professional certification
  • Familiarity with Aconex document management, Oracle Primavera Unifier, or equivalent project controls platforms
  • Prior experience in the Texas power market or ERCOT grid environment

Why Fermi America

The OFE portfolio on Project Matador represents some of the most technically complex and commercially consequential equipment procurements in the U.S. energy sector today. You will be at the center of decisions that directly determine whether the most important power infrastructure program of the decade gets built on schedule. This role offers unmatched scope, executive visibility, and the chance to build a category management function from the ground up on a project that matters.
